Power "regulator"?

So, I've found the video below on youtube. It shows a quite interesting device: When the mains voltage is below or above a certain range, it disconnects the power from the outlets (preventing damage from brownouts, constant power cycling and voltage spikes). It takes some time "measuring" the voltage and if it is on an acceptable level, the outlets get energized. The only thing that made me worry are the fluctuations when the circuit re-energizes the outlets.



Is it feasible for a whole home power regulating circuit (with the obvious stepping up)?
