I'm sure but I guess, this probably is an open loop PWM,  does not control temperature only power via PWM

One buyer reported:

Should'nt that suggest the simplest regulating loop by sensing temp voltage to regulate power via the 358(comparator)? The number of components seams to indicate that to.!?
