Wifi System for Home -> Wifi Controller?

Hi
I need 4 Hotspots for each floor. I also will use my Wifi Phones from Ascom (if I get the Virtual PBX Working  :palm:).
I still research what kind of Protocols the Phone need. The Phone require atleast:

Sure there is a "White List" with Hotspots but on there not the newest Hotspots are.  :-/O

So do I need a Wifi Controller to Mange all Hotspots?
I do a Quick Research on our IT Distributor Webshop what the offer and the price just for the Controller are  :palm:... (exclude Tax)

HPe Aruba 7005 940€
TP-Link Claim to have a Free Software for that who run on a Client OS (who is no problem).

What I definitely not want is a Cloud s :-X.

What about ubiqity unify AP's , the controller is free.
And can even run on a Raspi3

The Unify AC Pro seems nice

+1 for Unify, they work very well and software is good

other Company have an Discount for Dealer but I have non Contract with ubiqity so I think its out of my price range.

If you're network savvy, I would recommend using Mikrotik with their CAPsMAN system. Cheap, amazingly reliable, and easy to setup after you get through the steep learning curve.
