Some of the most interesting antennas for ultra high frequencies require 90 degree phase transitions. What goes into a 90 degree hybrid, especially a broadband one and is it possible to construct one oneself without fancy equipment?

Depends what you mean by ultra high frequency and fancy equipment.

For microwave frequencies, branchline couplers are easy to fabricate but typically narrow band.
Coupled lines give broadband 90 degree phase performance but can be harder to fabricate.
