What is the benefit of the 273 MHz - 328,6 MHz Band?!

Hi
Here in Austria the freq. 273 MHz - 328,6 MHz is for (FSB-LS013) Commercial Radio (+ non Civil  ::).
I never saw quite no Radio who is for that Freq Range and specially no Digital one.
So what is the Benefit of that freq Range? Who would use it for?  :-//
If I would get some Business Radio why would I choose that Freq range?!  :-//
