Stumbled on this site (http://www.amara.org/en/) via this Reddit thread (http://www.reddit.com/r/IAmA/comments/1seh9h/i_donate_my_time_subtitling_popular_youtube/)

It appears Amara is designed to make it easier for people to add subtitles to YT (and others) videos. Right now I have not had a go yet.

Yes, it is a massive undertaking, so it's not going to happen I'm afraid.
Same thing with other language subtitles.

Hmm... crowd source it! It's quite possible to make the subtitles with many contributors and such... then just put them on the videos. You could even get many different languages to boot :D
