Simple amp meter

I just wounding would this work.  R1 is high wattage resister, I seen 100 watt 1 ohm resistor with heat sink on then at EBay.  The R2 can be almost anything.  If I'm right the voltage you read would be you amperage, you read 1V on the meter then you know the resistor 2 need 1A to power it.
