Looks like a potted, shielded toroidal power transformer.  Would have to stare at it a while longer to see if that's true.

The symbol may be referring to the generally high voltage present, rather than that component specifically.  :-//

Looks like it is a SCR preregulator for one of the HP linear supplies, the warning being about the fact that most of the PCB sits at mains voltages, and is not isolated at all on all the inputs and outputs.

Someone butchered a HP-70001A Spectrum Analyzer mainframe (see the number on the bottom right).

And there are usually no pirates on board:
