Buying Keysight oscilloscope from Ebay Keysight inside Malaysia

I ordered one MSOX3104T (premium used) from Keysight Ebay around month ago. It was supposed to ship to Cyberjaya, Selangor, Malaysia. Today I received an  email about custom clearance as attached.

I have couple of questions -

1. The item will ship from Penang to Cyberjaya (inside Malaysia), then why there is custom clearance issues ?
2. They asked about forwarders but I dont have any forwarder for this purpose. How I can do it ? I guess there will be charge for this ? I have no idea.

If there is any Malaysian friend who bought instrument from Keysight previously, may guide some light in this regard.

I'd use the phone and call them. It could be that the Keysight stock is kept in a duty free zone (Penang being an island would help setting something like that up).

I am out of country now and thats why I emailed them, no reply till now.

Else I would call.

I messaged in Ebay, but someone from USA replied, who dont have the answers and always waits for her Malaysian clg.

I asked them ....  the USA guy first gave me wrong tracking no. which is delivered to Canada. When I told them , you probably made a mistake , then said she will ask her clg again and I received the email.

I recently bought from them (to Australia) and it was simply shipped DHL.

What do you get when you pull up the order status on Keysight's website?

I have only experience with Keysight ebay shipments from Malaysia and USA to Germany and every time the paperwork and invoicing was handled by Keysight Germany and they were always very helpful.

The 19% VAT had to be paid but no import duty and customs clearance was automatically.

Got their reply. You are right . it will pass customs even its origin is in Penang.

They said they will let me know DHL forwarding charge and custom duty.

If it turns out too high, I will probably cancel this order :/

We use some sort of specially allocated district in Malaysia that helps everyone avoid extra tariffs/duties/customs, but I don't know the legal specifics. The shipper we use also depends on the country of delivery.

TBH, the factory there mostly ships to distributors and isn't used to dealing with individual purchasers (like eBay buyers). We're working on streamlining that system, but it's definitely a work in progress. Thanks for your patience!

Yes, I had to pay duties (In total it was just GST on the total + ~AU$160). DHL freight (at least their Australian arm) clearly aren't used to dealing with individuals, clearance took over a week.
