Insulation resistance meter recommendation needed

I'm currently looking for an insulation resistance meter in the US, and in the range of 200-300 US$ (Ideally handheld and digital)
I've found some online, but being very new to this type of equipment I just don't know which brands I can trust. (aside from brands like Fluke and Megger which tend to fall well outside of my budget)

I'll need it to cover these specs:

Insulation test voltages of 100V to 1000V
Insulation resistance measurements of 10K? to 1G?
AC/DC voltage measurement range of 0 to 400V
Low resistance range of 0.05? to 150?. Up to 200mA

As far as I've seen, those are fairly mild specs and most meters will cover them. Obviously, anything that exceeds those ranges is fine as long as it falls within my budget.
Brands I've come across online (Amazon and eBay) include Mastech, UNI-T, AEMC, Reed, Extech, Amprobe. I'm completely unfamiliar with all of them.  :palm:

Any recommendation (be it of a specific model, or just a brand) is extremely welcome.
I'm sorry if this has already been asked. I did a search but couldn't find anything that matched what I need.

Oh, the "whys" of the datasheets... The information is there not to be an axiomatic truth, but instead each speck of data must be slowly inhaled while carefully performing a deep search inside oneself to find the true metaphysical sense...
