K2587 • Tiny 3-State PIC Logic Probe Kit - Red LED always on

Hey guys,
Was in desperate need of a logic probe and could only get a K2587 • Tiny 3-State PIC Logic Probe Kit locally in Melbourne from Altronics
I have assembled it and checked it a few times.  Currently when connected to a test board I get the red LED on all the time.  When connected to a low pin the green led shows only which is correct and when connected to a pin with activity all red green and orange led which is correct.
Only thing is I cannot see when a point is high as the red LED is on all the time.
Has anyone else made one of these before?  The red LED is connected to GP2 (Pin 4) of the PIC chip.

Not sure if I have missed something but if someone can help that would be great
