Agilent U1732C - ESR accuracy

Can somebody explain ESR accuracy of this meter and why after performing Open/Short calibration meter still shows 0.036 with leads shorted? (its new meter)

I am trying to test tantalum polymer capacitor that has 70mOhm ESR

THis is from the manual:

"Equivalence Series Resistance (ESR) measurement is determined by impedance measurement and range. The maximum
display is up to 199.99 k? and the accuracy is (AZ + Offset) x ?1 + Q2"
