SKY Top Power STP3005 - noisy switching supply

Hey, I recently purchased a SkyTopPower STP3005 switching supply from eBay
one of those you get what you pay for moments I think
incredibly noisy

but, for $30...must be some way to clean it up.  I'm guessing if I open it, I"ll find no chokes or caps, anyone else have experience with this supply?

on the bright side, the eBay seller seems genuinely interested to solve the issue.
I snapped this photo of the inside (we tried some additional caps between +, -, and EARTH

I was surprised the high side caps are much bigger (10000uF) then the output side caps 470uF)

If you can add a common mode choke and a couple of ground capacitors to the output it will reduce the noise.
