The cutter looks very similar to the ZO-41 by Honda Cutters $460

I have used the ZO-41 and it operates just like the depicted cutter in the kickstarter. Same blades, same attach mechanism. Looks to be about the same performance.

There is no motor as such. It is a stack of piezo devices that vibrate at ultrasonic frequencies, with the blade attached on one end. I doubt you can make a such a device for $25.

The main difference from the kickstarter item and the ZO-41 seems to be better cooling. Price seems reasonable to me.

 ultrasonic knifes are a thing and they are expensive.  300 bucks for it sounds like a good deal if it works. This Old Tony once reviewed one
