BGA fanout doesn't follow room rules

Hello,

I am trying to fanout a BGA chip. I followed the only tutorial in existence on . However I have the same issue as the person here. Unfortunately his solution doesn't work for me. The fanout doesn't follow the rules set for the rule. In the room definition I also tried to only match the component, but that doesn't work either. What am I doing wrong?
