Perhaps there a DRC rule (poly connect) that is causing issues?

Off topic, but why you have positive solder mask expansion on vias? Is it supposed to be no expansion or negative expansion?
??? ???

The purple ring on vias. The purple area won't be covered with solder mask.

I understand what you meant by the solder mask expansion. The area should not be covered by solder mask.
But no sure what you asking tho(in the original post)..it is positive expansion  :-//

Try direct connection, instead of the relief one. If still not work, pls post a screenshot of clearance tab.

Direct connection worked but i prefer thermal relief connection. With direct connection it will be hard to solder/desolder .
See attachement for the clearnce .look okay to me

It seems like you have a rule which is preventing it from connecting, indeed causing very slightly more clearance than to different nets.

@blueskull , the board is quite big with 4 layer( copper floading), and even with high-end soldering iron it will be an issue,btw I using ERSA ICON2 and a Metcal.
Anyway thanks for you time

PS:Still not getting the expansion issue. perhaps i having a brain fart today. I want it to expose copper

@Tim...I suspect as much, but i have failed to locate which rule. Is there any way to restore to default rules in altium?

-> PLane-> Polgon connect style ->

decrease the air gap in your polygon.
set to 45 degree angle

 most likely that connector is so dense the spokes cannot be pulled.

@grimmjaw
blueskull is talking about the 4 small vias in the top part of the screenshot, not about the connector thruhole pads.
Do you really need those vias exposed and not covered by solder mask ?

Even a copy with most parts removed (that still has the issue) would do.

so an update..I gave up on the polygon and move on with the routing.
And to my surprise the after a few hours of routing, the polygon now pour/connect correctly. :-+

I have not change the rules..so i have no idea why it worked now  :-//
