Can't add coverlay

I'm an Altium 18 novice that needs help with a flex coverlay.  I currently have a standard 2 layer board that needs to be ordered as a flex (all flex, no rigid area).  I need to create a top and bottom coverlay and a small stiffener under a surface mount connector.

I have been unable able to create the top and bottom coverlay.  What is the secret?  I have one stack, the Layer Stack Manager is set for Custom and Advanced/Flex checked.  Add layer has “Add Flex Coverlays” greyed out.  If I uncheck the top and bottom Overylay (or delete them) I can do the add flex coverlay.  When I do, those layers have silk screen text not cutouts for pads.  What am I doing wrong?  I also see no option for adding a stiffener.

In the PCB menu have a look at the layer stack regions part.

Then press 1 to go into board planning mode and at the bottom there should be coverlay top and bottom layers and you can place polygons to define the shape.

There isn't any way to add a stiffener. I added a 3d body for the renders and added a mech layer which identified it's location and other info.
