help with Fanout setting and setup

Hello, previously ground via's were placement manually, I prefer using the automated fanout feature of Altium 
    *assuming a four layer pcb,
    *the inner two layers are power/ground,
    *A copper pour (ground) on the top/bottom layer connects the via and pads

1.  Can via's be placed adjacent to ground pins without connecting the via to the pin?
2.  How close should the component pad be to the ground via, where is the distance set?
