how do I design pcbs with overstanding components? like the one in the picture without getting an error at the design rule check?
what do I have to do with those overstanding components to create a clean layout?

You either ignore the error or make a rule that targetes just that component or footprint.

Seems like your component is outside of its room. Expand the room to extend beyond the board edge. It seems like this is what causes the error.
