Hello,  I don't change altium shematic and pcb default values permanently. (.dft files)

For example I change wire color, pin length etc and I checked permenent checkbox(or uncheck) and apply/OK but If i restart Altium, all settings are gone.
I also save my settings, it doesn't work. (I started altium as admin). I didn't find the problem

I use 20.1.11. (x64). I think the problem is caused by encoding(because I see "?" characters in dft file), I can change altium encoding?

Or how can I find the problem?  please can you help me?

Sounds like an issue you should be contacting Altium about

I found the problem. if your location in windows isn't any English talking country. Altium don't read/write schematic and pcb default config documents exactly.
Shortly altium wants western european(windows 1252) encoding.
