cant add layers in layer stack manager

I just started using Altium 20 after being fairly comfortable with Altium 17. The new layer stack manager doesn't seem to have any options to add layers - ?! Looks like I have some options missing but I cant find how to make them appear. Can anyone help?

Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures
