"reuse block" function is missing

I try ad23 and ad24.
the menu item " File » New » Reuse Block  "  is missing
how to get it  back ？

the reuse pane 's  plus button has none effect

"Design Reuse" is listed under Pro license, not sure if thats the one, do you have Pro?

Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures

I check the Altium Designer Software Subscription Levels

design reuse   function is available in all edition
