I'm using Altium 19.

The Measure Primitives tool in Reports -> Measure Primitives returns the X, Y, and direct distances between two items at the closest point. Additionally, a popup window includes other information.

With items that are parallel at a 45 degree angle to the sheet, some of the displayed information gets overwritten. See the attached example.

I could not find settings for the orientation of the blue and yellow X, Y and distance rendering location by either searching their instructions or by settings in Altium.

Probably a bug that you cannot fix yourself. The popup window gives you the clearance distance 26mil, that should be what you need right?
Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures

You need to zoom in a bit more, so that the items you are trying to measure take up more screen space

I'm afraid you are right about it likely being a bug. Oh well.

The popup at least has the distance, although it would be nice for it to include the X and Y distances as well.

You need to zoom in a bit more, so that the items you are trying to measure take up more screen space

While zooming in helps sometimes, in practice I'm making screen shots of the measurements that also include the designators or names of the relevant nets. This limits how much I can zoom in, otherwise the shot would be way too big. As the popup contains the distance, which is actually all I need, then I can just capture that in the context of the layout.
