IEEE do let you publish a preprint, as per http://www.ieee.org/publications_standards/publications/rights/rights_policies.html, so you can make your papers available to the public.

I don't really blame them for not allowing papers that are already published, since if they are publishing large numbers of reprints from elsewhere their reputation would probably suffer.
