 I want to control a 1ST PC CORP. AFC1212DE-PWM but not sure how ???? Are there any simply pwm that can handle 12v and 3 amps or is there a better way ???? I could apply full power but don't want it to take off and be loud as hell ... Could I just use  lower voltage with a 4 wire pwm fan???

If you power a PC fan from the 5V supply instead of the 12V supply they are much quieter but still move a reasonable amount of air.

Is it a 4 wire fan? If it is just clock PWM without a cap in between from a 555 PWM circuit on the PWM pin, problem solved i guess
It's usually connected to the switching mosfet/transistor in the fan (I doubt they would use a transistor on the AFC but surely i have a few FFBs lying around)
