plcc32 flashing tools

hi,

one of my managed switches has a broken gui ("application checksum error .... press key to erase...")

according to jtag feedback, erasing and reflashing seems to work but i still end up with the same "FlashCheck Error"
what i noticed is that the IP address of the switch is not the default one.
if i assume that the flashing would also clear any custom settings then i should conclude the flashing did not work at all

flash = 39VF040 (4Mb 2.7-3.6V parallel flash plcc32)

money is not really a problem so i could get a tl866II and a plcc32 socket
but since i wont use it alot i am open for other (DIY?) suggestions

i found some posts about a program called flashrom. with this you could probably reprogram some chips in specific hardware
meaning if i could find a compatible device with plcc32 i could theoretically use that
