I need to regulate the volume of my TV so that my neighbor wont complaint.
My wife and I attend online meeting regularly at nighy using yahoo messenger and ustream.tv on my computer plugged on my sony 46 tv. Most of the time the volume from my co legues are not in the same level so if the first one to speak has low volume I have to turn up my volume up so I could hear but if the next one has high volume then it really gets loaud and disturbs the neighbor.
Is the any pre-amp kit I could assemble or buy a premade one that would automatically regulate the volume?
Or is there such software yhat I could just install on my computer?

I think the term you're looking for is "Automatic Gain Control".

if your on windows 7, there is an enhancement for speakers called "loadness equation" it in essense flattens to sound out a little, but as a bit of a warning, it generally starts by making the volume a bit higher, so turn down your volume a bit before you apply it

What you want it called "dynamic range compression" or just "compression" in professional audio. It's used heavily in music production etc.

The wikipedia article has links to several software options, which may help you.

What you need is SRS Labs true volume, The video on the link explains. Why Commercials Sound Louder Than TV Programs (https://www.youtube.com/watch?v=pRch8J7JWEA#ws)

are you sure your 46" Sony doesn't have compressor/limiter built-in? my 40" xbr had a "steady sound" option buried in the audio menu.
