hope you can help me with my project, its about long-range bar code reader using video camera not laser code39 will be consider.  Can you give me any ideas on how can i finish my project? please send me any kind of reference that could help.. thanks guys

You could try looking at open source QR code readers to see how they work.

Many decoders libs read jpgs and other image files.  Just make a regular camera that can zoom into the code, take an image, preferably not so lossy or loss less [ i..e, png] as to distort it, then pass it to the free routines.
