I've been trying to find a basic IC to power my device with 9V via USB-C, but all the devices from major brands I've found are far more complex than they need to be for my purposes. I want a simple IC that will take a USB-C power signal and output 9V. The only one I've managed to find is the IP2721_MAX12, which I'd be able to get from Aliexpress (https://datasheet.lcsc.com/lcsc/2006111335_INJOINIC-IP2721_C603176.pdf). Does anyone know of anything similar from one of the major chip manufacturers that I'd be able to get from Mouser/Digikey?

If you're ok with buying from LCSC, the CH224K works well, has plenty of stock, and is pretty inexpensive. It can be programmed to request any PD voltage either through a set of resistors or by pulling its configuration pins high or low. (LCSC only has the Chinese datasheet, but there's an English one available).

Be mindful that, even though you can request a voltage, the PSU may be unable to supply it, so if your circuit depends on a specific configuration, you will need to watch the PG pin to make sure you're getting what you asked for. I have a PSU from Microsoft that refuses to deliver 12V, for example… I can't tell if it's a bug or a feature ;)
