Are these capacitors?

I was looking at an old Panasonic/General Instruments VideoCipher satellite box and it's full of Matsushita parts of course.
One strange thing is what looks like black caps labled K180 31 but the PCB shows them as D instead of C and my component tester reads them all as 1000pF caps.
The symbol on the board is also something I don't think I've ever seen before.

What are these?

Probably an 180v MOV (Metal Oxide Varistor), a voltage sensitive resistor used for suppressing transient voltages.

I just looked at another board from the same device and there was another one but it's a bigger 240. This one is labled with the Z symbol so it looks like they ARE 18 and 24V MOVs :-+
