Are these open-circuit time constant method limits?

Hello everyone! Please help me to understand some doubts about this method. ( Open-circuit time constant method https://en.wikipedia.org/wiki/Open-circuit_time_constant_method).
First of all it looks like it doesn't always work. Actually this wikipedia page isn't all of it but unfortunately I don't have an english explanation for you so I hope you already know it. But even there you can notice the limit - this method works for pole polynomials of type
P(s)=ansn+...+a0s+1
or P(s)=sn+an-1sn-1+...+a0
but it doesn't work in general so this surprises me. I mean I should somehow already know if there's a chance I have a pole in 0 or a lower number of poles than capacitors. This surprises me because I can't generally know first how it's gonna be while solving.
What do you think?
