CMOS Input Clamp Diodes: Parallel Connected By Dotted Line

Consider the input protection/clamping on the TI CMOS parts (in this case, a CD4017):



What is the meaning of the dotted line connecting the triangles of the diode symbol?  I have also seen this represented with a solid line in other datasheets.

The anodes are connected or on the same substrate?

The dashed line often indicates parts that are close together and thus thermally coupled.
