What is main filter cap, C920?

IC901 pin8 must have Vcc, it's from T901 feedback winding.

What IC902 pin2 has?

(plus lesser brands from the work shop of the world)

check +5V presence then activate supply by putting some resistor between PS_ON and +5V ()small, like below 100ohm you already have the 10kohm).
seems like that higher side psu is outputting the standby voltage.
if no +5V, then dig for this standby voltage. you can put some load on +12/+24v outputs or just use the TV boards for this
IC902 is my main suspect, or something around him
