Can you help me figure out what this component is?

Arc suppression? But I thought the resistor should be in series with the cap parallel to switch. :-//

If the color code says 200 ohms, and it measures exactly 200 ohms, why it would be anything else than a 200 ohm resistor?

Isn't it just a LP filter used as a switch debounce?

It must be a resistor.
I was able to check port on the machine and found 5V at 3.43mA.

I wonder from what year is that resistor tho. It's perfectly round while most currently made ones are like -OoO- shape (wider at front and rear and thin inside). \$\Omega\$
