It looks a bit like an axial inductor to me. But again, could still be a resistor, especially as the colour code matches the resistance Both are plausible in a switch. I would just solder in a similar sized resistor (can't tell teh size from that pic, nothing to show scale), or two 100ohm ones in series. If the equipment works, it works, unless there's something funky about the switch gear, like its switching mains, it shouldn't hurt.
But really, more context would be helpful for others - what equipment was this in? (manufacturers, part numbers) and what does this equipment do?
