I have no idea why anyone would do that.
I've noticed vias at the edge of the board (added red arrows) so it might suggest some RF wizz-bang that I'm not aware of.

Spares or for a onboard configurable circuit somewhere is my guess. Not that they are the same size but see what looks like a zero ohm resistor to the left next to those empty pads.

I see this type caps in Samsung & Huawei mobile phones.
Mostly have in Huawei.

If a lot of extra capacitors without purpose are used then there will not be enough of them. :-)

It looks like a layout mistake to me but if those capacitors were between power planes, there would be a massive short.
