so I am new to electronics and I was wondering do capacitors keep charging like if I had a one voly supply and a 22 v capacitor would the voltage increase to 22 volts

The cap would stop charging at 1 Volt. You need a difference in voltage to get current to flow. If you hook up the cap, initially it will be 0 volts and increase until it reaches 1 volt. Then, since there is no voltage difference, the cap would stop charging. Warning, don't hook a cap up directly like that, always use a resistor to limit the initial current flow.

BTW: The 22v rating you refer to is the maximum voltage the capacitor can be charged to.

The 22v rating is the maximum safe voltage the capacitor can be charged to. You will be able to charge it to beyond 22V but at some point it will fail, perhaps catastrophically.
