charger to charge a 2.7volt capacitor at around 3Amoa

I want to make one of these. I found some old kits no longer available but wondering can this be done, I do not have much money and I can solder and identify electronic components. To charge a 2.7V 500uF capacitor (I have the capacitor specification sheet).

A bench power supply is the most straight-forward way to do it:



A cheap LM2596 buck converter module should be good for 2A. You might be able to get 3A by using a better heat sink and active cooling. Here's a video which tests it under various conditions:
