DPDT switch trouble

Hello there.

I am having trouble with the DPDT switch in this schematic. 

In the position of the switch labelled fast it appears that one switch is routed to nothing while the other switch in fast position goes through the 1u cap. In the slow position of the switch we have a loop around R14 and R15 and the second switch routes down through the 10u cap. The 10u cap discharging slower than the 1u cap I understand, but the loop around the r14 and r15 has me confused.  Perhaps I misunderstand the DPDT switch wiring or the schematic.

In the FAST postition the top switch doesn't do anything. In the SLOW position the top switch put R14 in parallel with R15.

the switch puts r14 in parralel with r15 when in slow.
