I want to test load regulation of a bucker converter IC on a PCB. Can I just hook an electronic load up to Vout and ground of the IC? Or must I also disconnect the original load of the circuit in the PCB as well?

One measure of load regulation is to see the delta of output voltage with a delta of load current, so measuring the difference with and without an additional load works for that.
