It is shortcut from "TEchnika SLAboprouda" freely translated as low current technology. The parts are common on east Europe markets (communist block). More details in wikipedia. I'm not sure if there is something what make sense to mention, since they have produced a lot of copies of western parts and can be directly exchanged with originals. Some have unique name, but for example logic ICs used same numbering.
