Fluctuating resistance

I have a Klein CL210 DMM. I am trying to test a transistor. When I test resistance across the base and emitter the reading will not reach a constant. it keeps climbing. same thing if I reverse the leads. The batteries have full voltage. is this an issue with the DMM or the transistor?

I have an older Innova DMM and trying to test on diode mode and am not having luck either but I think it is an issue with DMM

Are you trying to test the transistor while in circuit or out of circuit?  If in circuit, you may be seeing the effects of other components, like capacitors.  If out of circuit, you need to use the diode test function, base to emitter, emitter to base; base to collector, collector to base.  If it is an FET, then there is a different procedure to use with a multi-meter.
Still learning; good judgment comes from experience, which comes from bad judgment!!
