Does micro controller System clock selection affect ESD tests(61000-4-2)?

We designed an equipment with STM32L443 controller with 10MHz crystal.
Initially we had kept the system clock = 10MHz.
The equipment failed ESD test at direct and indirect contact even at 4kV. (61000-4-2)
we really struggled on improving earth connections, cabling, adding TVS diodes, etc.. but consistently failed.
We changed the system clock to 40MHz(10x4 by using chip-PLL).
The equipment passed the ESD tests even at 8kV contact discharge. We repeated the test several times. It kept passing.
Does selecting proper system clock frequency (enabling PLL) improve ESD compatibility of equipment?
