Doubt of BOOST/BUCK circuit operation

Hi everone!

I am studying circuits of power converters, and researching found the GreatScott channel! on youtube and it explains how to develop a BOOST / BUCK converter with a microcontroller.
I was in doubt trying to understand his circuit.
I did not understand why he used an MCP602 in the circuit. Could someone explain?
Another question, is this circuit a SEPIC converter?

The opamp scales the voltage across the load from 0-20V to 0-5V so the ADC in the microcontroller can handle it. The MCU needs to sense the output voltage to adjust its regulation depending on the load, but it cannot deal with the output voltage of this circuit directly.

If it was a SEPIC circuit than it would have two inductors and its output wouldn't be inverted.
