Electrical load for R&R study on safty and function tester

Hy,
I am newbie in this forum, looking for a few hints related my new project.
I found the introduction of those forum really cool, that is why i writing my question here:


I am going to do Gage R&R study on universal safety- & function testers

During the studies, I would like to check the tester these 3 functions:
- ground bond resistance measuring - 2.0 Ohm at 30A
- insulation resistance measuring - 2.0 Ohm at 500V DC

- funkcion test, current measuring,    

1.0 sec./ measuring 30 ok and 30 nok measuring per funkcion for the R&R

For this my plan to build a constant load simulating a LED luminaire, with datas:
   - nominal voltage: 230V
   - power: 34.0 W
   - Apparent power: 35.6 W
   - Cos phi (power factor): 0.96
   - constant resistances for ground bond resistance and insulation resistance measuring

Can someone help me, where can I found infromations, examples or advices about using long term stabil loads for calibration or R&R?
in the ranges mentioned above?
