Fish tank - random lights.

A few months back my fish tank lights started fail. They now only come on randomly. I checked and double checked the timer, even bypassing it and plugged directly into a working wall socket they don't come on. Of course randomly through the week I'll walk into the living room and they are on and working fine. Then the next day they don't come on at all.
The fish tank has two fluorescent tubes so I would imagine if it was the bulbs failing one or other would go first not both together.
I don't know if they share a starter, but they probably share a ballast.
An lid with LED lamps is £145! Nearly as expensive as the fish tank was in the first place.
I suppose my first question is... how much of a fire risk is it if the ballast has almost failed?
Second question, are ballasts easy to find and replace, bearing in mind I have to crack open the glued enclosure ... before I can do that I need to degunk/dealgae the lid. If I'm going that far surely I should attempt to fit custom LED light strips and use an external power brick/LED driver.
