Fuse with colored bands

A friend has a tv with a blown fuse. I think it's 10 amp, with the wide blue band indicating a medium blow speed 50-90ms at 10x rated current per a website I found.
Is this correct?

Yep, that's about right. Also, the voltage rating is etched on the edge, rated at 250V.

Thanks
I know its a very basic question but I've never seen them marked like that and I sure wouldn't want to call it 10 amp if it wasn't. And the blue band threw me too.
