Grounding high frequencies

I just learned that grounding antennas doesn't actually stop EMF. So how can one ground a high frequency signal without creating EMF?

Electromagnetic fields. I'm trying to ground some high AC noise. I'm afraid my grounding line will turn into an antenna.

Rule of HF circuits: - Short connections .
If the length of the connection is very much shorter than the wavelength of the undesired frequency it will not radiate (or receive) to any significant extent.

I think you should be more clear as to what it is you are trying to achieve. The entire point of an antenna is to generate electromagnetic fields which can then form waves and propagate.
