Guide / resource on making relatively safe Li-ion packs?

I'm looking to make some li-ion packs out of a bunch of good quality samsung li-ion cellls I have been fortunate enough to acquire cheaply.  Are there any guides out there or resource outlining the critical steps for putting together relatively safe, sturdy DIY li-ion packs?  :-//  Like what protection circuits are reliable/good enough, fuses, recommended packaging, insulation, pros/cons of different safety features, etc.
