Gw instek power supply

My power supply came  with a short bar.   I'm guessing it shorts out the negative and ground if this is correct Why?

Because the output is floating. If you want a positive output, connect the bar between ground and the negative side of the supply. If you need a negative supply voltage, then strap the pos output to ground.
